Question:

We live in a townhouse. The upstairs kids' bedrooms in the back don't get enough heat. The cold air return is outside the master bedroom, 6 feet from the kids' rooms. Then there are 3 flights of stairs to the living room, where the next cold air return is around the corner 20 feet from the foot of the stairs. Is this the cause of the lack of heat upstairs? What can we do?

Answer:

I'd install another return air register at the foot of the stairs on the living room level. This should also make your living room more comfortable.
