Currently I have 60% humidity in my house. If I run the furnace fan constantly, the humidity drops to 54%. The fan gets annoying. I do have an unheated poured concrete crawl space. I have painted this and insulated the walls with R19 insulation. This area stays dry, but could it still be the cause for the humidity problem? If not, any other ideas?

You have to heat the crawl space and ventilate it.
