We purchased a hi-ranch type of row unit where the ground level is a walk-out basement. The upper level is the main floor and the basement ceilings are 12' high. During the, winter the temperature throughout the downstairs was at 6 degrees Celsius: 15 degrees colder than the main floor! We've made numerous adjustments to the heating ducts with no positive results. The contractor suggested that the high basement ceilings are a factor and that the only remedy is to place some ceiling fans in the lower level to push the warm air down. They have also said that they have done everything to code and there is nothing more they can or are obligated to do.

Everything may be done to code but I think I'd have my lawyer check to see if code is sufficient to keep a house with a 12-foot basement ceiling warm.
