I have an 11 year old 2 story house and I am looking to finish the basement into 3 areas. There only appears to be one cold air return and I believe that each area should have their own. The main cold air return is sheet metal nailed to the floor joists. Can I put drops into this? How close to the basement floor should the cold air returns be? What diameter can they be?

You certainly can put drops into that one and the grill should be as close to the floor as you can get it. The idea that each area should be serviced by a grill is as good as it gets.
