My townhouse is 5 yrs old and I have always had a problem with condensation on the inside of my windows in the winter.The top floor windows are the worst.My basement was finished with a separate one bedroom apt.during construction.I have access to small raw portion of the basement which contains my furnace. Is there an inexpensive way to fix this water problem? I can literally soak up the water with a paper towel.

Your upper hallway lends itself ideally to the installation of a large-diameter ceiling fan that will positively impact upon both winter heating and summer cooling costs. This fan should be a "Hugger" installed in a way that the wall switch controls only the light component and the fan is permitted to run at all times and year 'round at slow speed. Air movement in general is what is going to get rid of your condensation. You might also want to open every window in the house 1/16" and then, when condensation stops forming on windows, you can start closing them. You should leave one open 1/16" on each level at all times though.
