I have just bought a new home and after checking the attic I find the soffits free of insulation, but bat insulation has been wedged between the roofline and the joists so that very little air circulates from the soffits into the attic. Is this correct or should I remove the bat insulation from this position.

Rather than removing the insulation from there, you can buy "U" channels to install against the roof sheathing and air will travel quite freely.
