About the only way is to add the insulation to the interior perimeter walls. As long as 2/3 of the insulation is on the cold side of the vapour barrier you'll have no problems as regards condensation. If you want to go beyond that, you'll take down the plaster board inside and the vapour barrier, fir out the studs, add more insulation and vapour barrier and then put on new plaster board.
