Question:

I will be covering the blue foam on the foundation exterior with some type of paint or cement. Can I install pink insulation in the frame (before I run the plastic)? This would increase the R-value.

Answer:

Leave the foam alone to do its thing. It is its own vapour barrier at that thickness and as far as adding a second vapour barrier goes, stay away from it.
