Question:

Have a cement slab porch on front of house about 10x10. Under this is our root cellar which is starting to get some water seepage (coming where blocks meet floor). Want to put deck out front. If put aluminum deck over top of cement and extend over larger area, is there something we can put down over the concrete (between concrete & aluminum as some type of waterproofing to stop water from seeping in through cement. Have heard of some kind of steel something or other that adheres to and is placed under the aluminum.

I think I'd check with a local swimming pool company to ask what they put on their patios around pools. This, I think will also work for what you're trying to do.
