What are the benifits and negatives for sealing a basement or garage concrete floor.

Answer:

The main reason, I've found, is to prevent the elements from soaking into the concrete and thereby making is spall - if it's on the exterior. On interior concrete such as walls and floors, it cuts down drastically on off-dusting.
