I currently have oil based paint applied to the exterior framing and trim and want to repaint. The garage door faces west and its wood panels have already been replaced and painted with latex paint as the original wood panels rotted from the inside out.

The reason the panels rotted is probably that they were not painted on both sides. Try applying a primer meant for both oil and water base paints to both sides of the door and then paint with latex.
