I have a 13 year old home. The grading around it has settled quite a bit causing "pockets" of low areas to develop. My intention is to build up the grading around the entire house to about 12" above the current level (foundation sealer). What is the best soil to use in building the grading slope around the foundation? Sand? Is it necessary to seal the foundation wall below the new grading level (12" above current)? Is it necessary to put a plastic apron below the new grading to stop the rain moisture from sinking into the ground?

To raise grade, I try to use good, clean top soil and because the foundation walls are already parged, there should be no need to further seal them. The plastic apron idea is new to me and I don't see a whole lot of sense to it.
