Question:

I would like to put mesh down on my front porch then pour cement into the form and place ceramic tile into the cement to make a pattern. Will this hold up to our winters? How do I get started in this project.

Answer:

It won't hold unless you pour a cap of at least a couple inches thickness. As soon as air gets in between the two layers, the whole thing will otherwise lift and split. There are concrete adhesives on the market and you might be able to do something more reliable with one of them. Check with your local masonry supply people.
