The outside has vinyl siding of some kind which has been painted grey with white shutters. There are 2 problems. When you touch the siding the paint comes off on your hands like a very fine powder, as you look at the siding it looks as if it has wet or damp spots all over, but I have felt it on a very hot and sunny day and it did not feel damp. Any suggestion?

It can be painted again. Pay close attention to the instructions on the paint container. They'll tell you how to prepare the surface and even what products to use. The powder you're rubbing off now is what is called "Chalking" and as long as the paint itself isn't coming off, it's not a problem. The blotchy spots have a lot to do with someone having tried to clean the surface and/or the application of the last layer of paint.
