Question:

If I use a soldering torch to take off the paint how will I know when the wood is dry enough to paint? Would a week of no rain be enough? Or is there some kind of test I can do for "wetness".

Answer:

Provided there's good air circulation around the area you stripped, a week or two without rain should do it.
