My daughter lives in a house that was built in the 70s, while painting a stippled ceiling, the stipple peeled off in some areas. There are no signs of dampness or stains anywhere. How would they repair this ceiling?

All this means is that the ceiling was not primed before the texture was applied. It will keep peeling for years if you don't take it all off and start over with a good primer.
