Question:

I painted our laundry room and furnace room a couple of years ago with oil-based floor paint. It is peeling like crazy now, I understand now I should have etched the concrete floor first with a chemical solution (I forget the name now) I guess my question is can I still
etch it and then repaint it?

Answer:

Not really, etching and curing compounds have to be applied prior to priming and painting. In this case, you'll probably take off as much of the old paint as you can and then go at it with a good primer and paint agian. The first coat of paint on any surface usually dictates how that surface reacts to painting for the remainder of time.
