In 1999, we purchased a townhouse unit that had been previously rented for 25 years and refurbished for individual ownership. We have attempted to apply a primer in order to paint, the primer started blistering and peeling off in sheets. Can you suggest how we can successfully paint our house.

You'll have to find out what paint was used on it in the past because if the primer you applied is the type that can be applied under water based or oil based paints, it should not be peeling. The only one I can see peeling is latex primer over oil based paint. I may be wrong so first find out what kind of paint you're dealing with.
