Question:

15 years ago used an excellent industrial paint. It doesn't wear, it doesn't fade. Now it is peeling off in sheets. Is there any thick overlay that I can put over the concrete to create a new floor?

Answer:

Your garage floor appears to have developed a moisture problem underneath it and as long as there is moisture there, you will have trouble making any paint adhere. You might try using sheet material that is used to cover decking around swimming pools.
