I have a new home and am anxious to paint my basement floor. Could you tell me how long I have to wait before I can safely do this and do I have to etch it in any way prior to painting.

If you plan to paint it, wait two seasons and then go through the four step method; cure, etch, prime and paint. You could also just seal it with a good sealer and not have to go through any of that but if you just use a sealer you will not be able to paint it.
