Question:

I wish to paint my porch with a white concrete(masonry) paint. Is it necessary or helpful to apply a clear sealer prior to painting?

Answer:

Not really but you'll have to go through the 4-step method: cure it, etch it, prime it and paint it. The first two are compounds you buy for the purpose.
