Question:

Can you tell me if I can use latex paint for the cement block walls in the basement. If so, should a primer be put on the walls first?

Answer:

Whether you put on a primer or not the paint won't adhere for long but its good to keep the dust down if you plan to cover the walls with insulation and panneling within the next couple of years.
