We put new drywall on the ceiling of the kitchen over the old plaster, we hired a taper, then we primed it and painted it. The problem is that after the primer I put on the first top coat, so far nothing too unusual at least nothing the second coat doesn't fix. I am now up to 5 coats! The fifth was an Oil Primer hoping to fix the problem. It looks like in spots, suede? That's the best way to describe it. It is only in patches which makes the ceiling look unfinished. The only thought I have is too put up a ceiling tile or paintable wallpaper to cover it up. Why did this happen (I consider myself a good painter).

I have a feeling the second coat of finish paint had a problem. If that's not the case, the only other thing I can think of is that one or more coats were not given time to dry before an additional coat was applied. Your best bet may be to add yet another coat of drywall and start from there; extra drywall on the ceiling pays for itself in preventing heat loss alone.
