We have a new dining room ceiling light that if reasonably heavy. To get the light suspended directly over the table we must "swag" it from the ceiling junction box to a point between ceiling joists. Is there a secure way to anchor a ceiling hook in a drywall ceiling that will support a heavy light fixture?

Drywall on a ceiling is basically 3/8" chalk with thickness taken away to accommodate a sheet of paper on each side. You are not going to hang a whole lot of weight from that for long. You'll be better off to open it and install a proper block between a pair of ceiling joists.
