Our house is 28 years old and has still its first cedar shingles (thick ones) roof. It is not leaking. Some shingles look old and some look thinner. What is the best to do? In case of re-roofing, what shall we look for, if we care for quality of workmanship and material?

Rather than replacing all of it, find someone in your area who will do 'preventive maintenance' on what you have. The cedar shake will last a long, long time but it needs up-grading on an annual basis. Just because its 28 years old and has never been replaced doesn't mean it all has to come off.
