Our curling club is in old flat roofed building that has not been replaced in 30 years. Who do I see to get an independent evaluation on whether the roof needs replacement? I am hesitant to ask a roofing company as they may have a conflict

Not if you have a reputable company they aren't. The other thing is when in doubt, ask three different ones and you'll very quickly determine what needs doing and when.
