heres the situation:1 1/2 yr old home 2600sq ft with walkout elevation the wall insulation follows the grading and i cant seem to get the temp above 17 c in the winter.What do you recommend?

Answer:

Talk to the people who service your heating equipment and look closely for air exfiltration points - around windows and doors, seal between structure and foundation, air leaks from one level to another, etc.
