Question:

I am finishing the basement and intend to put carpet in should I seal the concrete or just lay the carpet.

Answer:

You can do it either way but I've found that if the concrete is sealed first, it doesn't off-dust "as much". Dust like that bleeds up through carpets and shows up as black marks that are hard to get rid of and even when you do, it keeps coming back.
