My mother had windows replaced. The bay window is now leaking and the seat of the bay is slopped downward 1/2" from back to front. The installer fixed the leak by recapping over wet wood and sealing it with caulking. He then proceeded to cut the black "weather-stripping" with a utility knife and re-caulk with a silicon sealant. Is this correct and what should the dealer do. He currently refuses to replace the bay window stating that the dip in the seat was caused by the house. The windows are 2 years old.

A wrong installation is a wrong installation no matter how you look at it. As far as the fog between the glazings goes, cutting away weather stripping will only accelerate this.
