I have a water leak at the bottom of my dinning room window. This just stated happening after the latest storm and is blistering the paint on the wall. Any suggestions on how the water might be getting into the house and behind the paint? And on how to repair.

This probably has to do with the sealant on the exterior of the window. There should be a caulking compound along the top and down the two sides. Its a simple matter of scraping away the old stuff and then putting in new. You'll have to find a compound that is not going to freeze though.
