Question:

on those cold winter days we can feel a cold draft coming from the outside walls baseboards where the quarter round meets the hardwood floor. How do I fix that? Someone recommended that I remove the quarter round and spray foam insulation in the crack, allow to dry and then trim. This should stop the draft and seal the space. I should mention that we really notice the draft on the second floor. The exterior of the second floor is vinyl siding and the main floor is brick.

Answer:

You caulking idea will go a long way toward getting rid of the draft but after that, you should take thenext step and introduce the sponge backings to electrical plugs and switches to keep them from permitting air infiltration too.
