Question:

It seems that when we have a pretty good rainfall I am getting leaking from under the sillplate inside my crawlspace. This is where the sillplate sits on the foundation. I have checked outside to see if the drainage holes in the mortar were blocked but as far as I can see they are not.

Answer:

You'll have to address this from the outside because run-off seems to be coming down and in instead of down and away from the house. Right now, a small bead of caulking comopound diverting the run-off to one side might do you some good. It will only have to move a couple of inches away.
