I would like to refinish my deck. The stain is peeling; a thunderstorm can peel off strips of it. What's the best/easiest way to remove the old stain? Also, for the new finish, should I use an oil stain or possibly a weather/water guard? Or both?

Paints and stains are most easily removed with a pressure hose attached to a bio-degradable wood wash. You can get all this at your local paint supplier - the wash you buy while you rent the compressor to apply it with. If the surface is properly prepared, according to the instructions on the paint can, all the stains I've seen on the Canadian market are good.
