Question:

Made the mistake of lending my cement trowells out, well they came back, you guessed it full of cement. an they be cleaned.and how or is this a lesson make sure who you lend tools to and chuck them out .

Answer:

You should be able to clean them off with a steel wire brush - hopefully you have an electric one. The stains on them will probably remain but the concrete can be cleaned off.
