We would like to put a floor and a folding stair in the attic of our garage. We are planning to use it to store excess furniture. The garage is not insulated or heated. Do we need to ventilate the area, how?

Yes, you need to ventilate it. Make sure you have good venting in the soffits and then a ridge vent on the peak of the roof. That will give you as much venting as you need but without it, you'll have problems with condensation and a variety of other things.
