Question:

A low flush toilet (5yr old) that takes a long time to refill the reservoir(trickles)maybe 15minutes --how do I fix this?

Downstairs when air conditioning is on, a bad sewer smell builds up in basement in evening --not sure if smell coming from sump well or toilet? --what is problem?

Answer:

You can make sure all the line valves leding to the toilet are wide open so you're getting full pressure.

The smell is probably coming from the sump and what you need more than anything down there is good ventilation. You might also clean the sump hole.
