Our house is approximately 25 years old - a new home went up next door and now, when it rains, water comes into the basement where the washer/dryer are located. How can this be stopped (the easiest solution??)

This may have to do with grading that was adjusted when the house next door was built and there are laws against that being done. You might check with your local city hall - they're your building authority - to confirm that the building permit was being adhered to.
