We bought a new house and there is a lot of interference on the phone lines (i.e. hearing radio stations or alarm noises). Do you have any suggestions to remedy this problem? Would the new home warranty program be of any assistance to help in solving this problem? Is this a common problem with new houses?

This is not a common problem and no, the warranty program isn't into this sort of thing but your telephone service provider certainly is. They have to be able to do away with all interference for you.
