I live in a highrise condo. On our double pane sealed windows I get moisture on the inside in the winter. Also during the cold ice forms on the bottom of the pane, melts and drips onto the wooden ledge below forming puddles of water. The condo association refuses to change the windows. Does ice forming on the inside of these windows prove they need replacing? Second, is my patio door window. The inside outer glass door that opens usually always has moisture on it. in the winnter the inside of the inside sliding door also has moisture to the point you cannot see out the window. Is there a way I can help solve this problem?

Replacing the windows will not do a thing for you. In the cold weather it is normal to have frost on windows so we don't worry a whole lot about it. It takes only ten F degrees of difference in temperature from one side of the glass to the other to reach a dew point. And that dew point shows up as condensation on windows first because they're so exposed to the temperature difference and at the same time are quite impermeable.
