I have a window in the kitchen that I would like to make into a patio door, but, underneath it, is a basememnt window. Is this allowable or is there a building code that says I cannot do it.

I know precious little about building codes but I don't see where one has anything to do with the other. I believe your local building authority will be looking for a building permit for this and they might have something to say about it but I still doubt it.
