I want to finish my basement floor and was thinking of a low cheap carpet or peel and stick and want to know which is easier for the do-it-yourselfer and which would cost less?

The P&S is less expensive, more enduring and easier to install. Not only that, if a piece of it gets damaged, you can remove and replace with no problems.
