Question:

Please guide me through the steps I should take in order to put down a basement 'rec. room' floor which will be well insulated, dry and as warm as possible. Our house is 19 years old and the entire basement is currently unfinished.

Answer:

You're asking a lot. I suggest you lay in a heating element and then spread the adhesive before putting on ceramic tiles. Now you'll be able to put scatter mats where you want them. I'm not a real believer in raised floors in basements.
