Question:

The fire department was here this week on a carbon monoxide false alarm. While they were here they used their sensor to check the electrical panel box and they reported that two of the breakers were hotter than the others; the panel box plug breaker and the outside plugs breakers. As far as I am aware, the outside plugs only have a garage door opener plugged in but not operating at that moment, and the breaker box outlet had a power bar plugged in with a central vacuum and the control box for an outside irrigation system plugged in and operating at that time. Do I have to be concerned about their infra red "hotter" readings?

Answer:

You most certainly should be. Get an electrician in there and they'll tell you why some breakers are hotter than others. This may mean replacing the offending ones but leaving things the way they are can be fatal.
